The development of The Leas shelter is largely to be welcomed, and this is not just my view but also that of many residents I have spoken with.

However, it is clear that any development here must not be intrusive, spoil the character of the conservation area it is situated in, or diminish public access to a much cherish public resource. This proposal fails on all three counts.

It fails to satisfy because of the proposal to build above the shelter. Erecting a single storey glazed rotunda above the shelter should not be allowed to go ahead.

The rotunda will visually impact residents in the area, and is liable to cause noise nuisance. The proposed late opening times will exacerbate this, and those who currently enjoy quiet sea views will likely see this ended.

This old shelter is an important piece of the conservation area jigsaw, and its development will change this. However, whilst the development remains at ground floor level the change will be reasonably discrete; adding onto the roof will substantially alter its character, to the detriment of the vicinity.

The roof is currently used by passing pedestrians, being a good viewing platform for Westcliff-on-Sea beach and the estuary. A rotunda will deny this amenity to future visitors.

    Having met with Ms Waite, I as a home owner on Clifton Drive expressed my feelings very clearly, in that I 100% support the idea of the shelter being used as a viable and discrete restaurant/café. However, I cannot support the plans to use the roof of this shelter, it is a public right of way that should not be handed over. Furthermore the plans suggest a glazed rotunda to be built to house furniture ( which would only be used 100 days of the year). The fact that this extension has a negative aesthetic impact on the views currently enjoyed by local residents coupled with the fact this would bring the business further into the faces of residents ( all that I have met object as well) should be enough to withdraw this crazy idea and win the support at ground level for a viable business.

    Ms Waite actually told me the council had given her prior approval to extend the shelter if she won the tender when we met with other residents at the shelter. With a mother who used to be heavily involved within the council, a 100,000GBP grant and the under hand dealings that I have witnessed thus far I have absolutely no issue with screaming Sleaze, and asking for a full investigation into this tender, the whole process stinks and if this extension is allowed to go ahead I for one will do my very best to ensure heads roll.

    Why waste a 100,000 GBP grant on a rotunda and furniture that would destroy your potential local resident market, ruining the look and feel of the place for the sake of serving ice creams and storing furniture for 100 days – that’s a lot of ice creams to make that back and one has to question why on earth the 100,000gbp grant isn’t being used to restore the cliffs to their formal glory. Health and safety destroying Victorian railings and replacing with revolting looking rubbish was only half stopped. Use the money to undo the bad the council has done already and put the gardens back to be enjoyed by everyone once again.
