Is this the ugliest part of Southend-on-Sea?

It is certainly a contender, and I wish there was something I could do about it.
Where is it? It is behind 65 to 71 Hamlet Court Road. The flats here are accessible via either a doorway in Canewdon Road, or a alley (in the same road).
Whilst this is not on the public highway, it is clearly visible to the owners and tenants in the area and to their visitors.
This has been an ugly vista for at least two years, and possibly far longer. It is not considered a health hazard, is not adjacent to the public highway, and is not on public or council owned land.
Far be it for me to suggest who was responsible for this fly-tipping. It could not possibly be the shops on Hamlet Court Road which back onto this piece of land.
I live in hope that one day those that dumped here wake up to their civic responsibilities and retrieve their rubbish and put it in the civic dumps. I also hope that the owners of this land might attempt a clean-up. I hope.
Wescliff Community Association have been clearing alleys recently, one property owner said, ” I have lived here for years, could never get down alley” another admitted dumping his old shed in the alley. Have a look at the website http://www.wwca.eu loads of pictures there. Your ward is no exeption
